Travel Plan
The Travel Plan (see Appendix Vol 3: G2).
is a set of measures to reduce the reliance on the private car. Applied to residents, visitors and staff, deliveries and construction workers, the plan has to promote realistic alternatives – often public transport. To be successful the measures have to be convenient, available at the outset and provided by everyone (e.g. site operators, bus companies) working together.
As part of a sustainable lifestyle experience, our residents and guests will be encouraged to use different ways to travel. For permanent residents and staff, reliable and convenient alternatives to the car need to be provided through the year.
The public have asked:
Can the local roads cope with the new development?
What routes will construction vehicles take?
What will you do if your lorries damage local roads?
Where will visitors park, are there enough spaces?
What provision is made for disabled visitors?
To understand how the resort will affect local roads we have:
Identified the likely travel habits of the guests and residents staying at the resort and the visitors to the resort.
Considered the existing roads and traffic flows.
Taken account of what the traffic generation would be from the ‘extant’ scheme.
The Travel Plan will reduce car travel by 20%. We are most confident about this because our package of measures is aimed at specific trips: there will be something to suit all.
Many studies show that travel plans are most successful when managed by a dedicated team. A Travel Plan Co-ordinator will be employed to oversee the plan and continue to review and adapt it over time.
We propose a wide range of measures:
Public Transport
Aim to increase the frequency of buses on the route of the 525 bus.
Link resort shuttle bus to bus stop near Sea Road/Beach Road junction
Provide staff buses.
Real time information within the resort about options/timing.
Pick up/drop off at St Austell and Par Rail Stations: the site is ideally located to the rail network, unlike much of Cornwall.
Pick up and drop off at Newquay airport.
Dedicated coach trips to major attractions.
Information
Travel pack – especially for permanent residents and staff.
Website information about travel options – before holiday makers arrive at the resort.
Route maps for guests including coastal path and cycle trails.
Parking
Adequate spaces. For guests, cars ‘out of sight’ in the undercroft.
Secure bicycle and motor bike parking.
Electric car charging points.
Parking spaces for the disabled on site
Drop off points for day visitors
Car Club
Provide up to 10 car club spaces – the cars will be electric powered / hybrids.
Each apartment will have free membership of the car club. Local residents could join.
Walking and Cycling
Signed routes within the site.
Easy and convenient pathways, separate from roads.
Cycle hire scheme for residents, visitors and local community.
Safe and convenient pathways beyond the site, to local communities.
Construction Travel Plan
The construction phase will follow a Construction and Environmental Management Plan (see Appendix Vol 3: C2).
This will:
Guide traffic to and from the site.
Control hours of operation and deliveries.
Provide a residents ‘hotline’.
Include a security hut to manage access and to ensure safety on the footpaths within the vicinity of the main access such as the South West Coastal Path.
