Ampersand acquired the brownfield site in 2002 with the benefit of existing planning permission for 511 holiday homes and visitor facilities. Its aim is to create a privately funded world-class resort with 450 full time jobs.

It has since been working to improve certain aspects of the scheme which will benefit everyone.

In 2003, Ampersand submitted two new planning applications to Restormel Borough Council (RBC). The first was to upgrade the leisure and retail facilities by knocking down the ugly Coliseum building; the second to stay open for 12 months of the year rather than 11 – an outdated policy condition specified by RBC as part of the original permission. This would mean closing in January.

In June 2003, RBC voted to approve the applications but the Government intervened and after nearly a year of deliberations decided to hold a public inquiry. To try and avoid further delays, Ampersand withdrew those applications.

Following discussions with its team of consultants (including HR Wallingford, one of the world’s leading sea defence experts), a revised planning permission was sought for upgraded sea defences in January 2005. This will ensure that the development is protected to modern day standards set out by the Government and will incorporate many new benefits including guaranteed public access, improved facilities for disabled visitors and an enhanced beach for all to enjoy.

In June 2005, RBC unanimously voted to grant permission for upgraded sea defences – but the Government intervened and again called for a public inquiry. This took place in November 2006.

Ampersand is now waiting for the Government to decide if it can build the upgraded sea defences or will be forced to continue with the original sea wall (for which it still has planning permission). A decision is expected from the Secretary of State by July 2007.
